Can a wind turine be made without a charge controller if i am not using battery?

If i am running the appliance directly from turbine generated power then is there any need to use a charge controller??Can a wind turine be made without a charge controller if i am not using battery?
yes. Almost all appliances have a very limited range of voltage and frequency under which they will operate, typically 105 to 125 VAC and 59-61Hz for the US.

Power coming out of a wind turbine varies a lot, perhaps 10 to 1, or even more. That means if you set it up so it delivers 125 VAC under maximum wind, under lower wind it will deliver only 12 VAC, and the appliance will not operate.

Not to mention the frequency changes you will see as the speed changes.

it all adds up to a burned out appliance.

A battery levels that out. The charge controllers controls the DC current into the battery so it is not overcharged. The inverter generates a (more or less) constant 120 volts AC at a (more or less) constant frequency of 60Hz.
